    "content": " Thank you, Hon. Temporary Deputy Chairman I propose that we have a new sub-clause. We have taken away the powers given to the Cabinet Secretary. We are suggesting that a person who has submitted an application shall be under obligation to abide by all the laws of Kenya, including the lawful orders given and mandated under this Act. I do not know if I can move sub-clause 6 as well."
