    "content": " Hon. Temporary Deputy Chairman, it is a tragedy that we did not meet. Sometimes we agree in principle, but it is just we do not seem to agree in the way we are putting it. I beg to move: THAT, Clause 28 of the Bill be amended: (c) by inserting the following new sub-clauses immediately after sub-clause (4) ─ “(5) Subject to the laws applicable and taking into special consideration the special circumstances of refugees, a refugee recognised under this Act shall have the right to engage individually or in a group, in gainful employment or enterprise or to practice a profession or trade where he holds qualifications recognised by competent authorities in Kenya”. If the Committee is in agreement, I can move the other amendments."
