Temporary Deputy Chairman, I beg to move: THAT, Clause 31 of the Bill be amended by deleting sub-clause (1) and substituting therefor the following new clause─ (1) Subject to the provisions of this Act, the Commissioner may require any refugee within a designated area to move to or reside in any other designated area. The manner in which the section is framed appears to suggest that the commissioner’s power to require a refugee or an asylum seeker to reside within a designated area is limited to those refugees and asylum seekers already in a designated area. My amendment seeks to include those not already in a designated area."
