    "content": " Hon. Temporary Deputy Chairman, we oppose this amendment for the reason that it is not clearly explained what the amendment adds or improves to what already exists. The provision of Clause 31(1) is already very clear that the commissioner may require any refugee who is within a designated area to move to or reside in any other designated area. I think Hon. Millie Odhiambo is just repeating the same thing by twisting the words without adding any change, unless differently advised.
