    "content": " Thank you, Hon. Temporary Deputy Chairman. Yes, the amendment proposed by the Committee on the face of it sounds very nice. However, by adding the words “as practical as possible” it waters down the provisions that are in the general Act, and leaves it at the discretion of the commissioner which could be abused. The way it is framed in the original Bill seems to make it mandatory or a requirement, but here, it is as practical as possible. This means it basically waters down the exact provisions here. Thank you."
