Temporary Deputy Chairperson, I beg to move: THAT, Clause 40 of the Bill be amended in sub-clause (1) (c) by inserting the words 'without good reason' immediately after the words 'fails to report'. This is so that we do not make it a strict liability offense to fail to report. If there is excuse that it was for a good reason, a person should not be punished. I beg to move."
