I moved that Clause 3A be read a Second Time, but with a further amendment dropping the words “personal conviction” because the House was averse to “personal conviction.” So, the grounds would be that this applies to all refugees and asylum seekers within the territory of Kenya without discrimination on the basis of race, religion, colour, national origin, sex, disability or age. So, the one about personal conviction is the one I am withdrawing. I move and urge Hon. (Dr.) Nyikal to second."
