    "content": "Let us go slowly. The law has a certain timeline as to when money is supposed to be disbursed. It was made by this House. You do not disburse money ahead of its need. That is what we need to figure out. By third week of April, Kshs42 billion would have been disbursed. The Supplementary Estimates that came here, first, had a reduction of NG-CDF of Kshs10 billion.
