I want to encourage Members to utilize it as much as possible, so that we can now pull the amount going to the Board and then we pull it to the constituencies. As long as the money is lying in constituencies’ accounts and you have not done the returns and requisition, the Board will sit with the money, instead of taking it to where it is supposed to be - to stimulate economic activities at the constituency level."
