Members, the reason why even the Budget and Appropriations Committee sent away the Cabinet Secretary is because he had not included the Kshs14 billion arrears, which has since been included in the Supplementary Budget that is going to be tabled here. We need to be clear about the issue of the Kshs14 billion plus the Kshs11 billion that is remaining for this financial year, which will bring the total to about Kshs25 billion. We need to have clarity on how it is going to be spread so that before the end of this financial year, we receive the whole amount for the current financial year and the arrears for the previous financial year."
