    "content": "Mr. Speaker, Sir, we also need to note that to meet the Government national objectives and goals, the budgeting system must be seen to provide a strong link between Government policies and the allocation of resources. Indeed, a major objective of the Medium-Term Expenditure Framework, which is the current approach to the budgeting process that the Government is using, is to provide a linkage between policies, planning and budgeting. In the Budget Policy Statement (BPS), which was laid on the Table, there is no doubt that there was no clear linkage between the BPS and the provisions of the Budget in terms of the national priorities."
