    "content": "I want to take the middle ground. A majority of us are in agreement that the NG-CDF matter is a priority. Therefore, we could be persuaded to actually defer this matter but the deferment must be followed by action. We want the money in the constituency accounts. We do not know whether Kenya is broke. It cannot be broke. We have agreed Kenya is not broke. The other issue is that we want to see allocation of the remaining money in the Supplementary Budget. Hon. Kanini Kega said he would include the money in the second Supplementary Budget. We do not want that. It cannot be. Hon. Kanini, I am saying you were proposing. I am not saying that is what you wanted to do. There was a proposal that because the money is not in this Supplementary Budget, it could be included in the second one. There was also the observation that there may not be and there will not be a second Supplementary Budget. So, the money has to be included in this Supplementary Budget. Thank you, Hon. Speaker."
