    "content": "Secondly, the arrears of Kshs13.74 billion would be cleared between 1st May and 30th June. This he also committed that he was going to do and because of this agreement, we proposed to the Budget and Appropriations Committee, in the presence of the Cabinet Secretary, that these funds for the past financial year be captured in the current Supplementary Budget. That is a proposal we gave to the Committee. The arrears of Ksh4.9 billion, which have some historical issues I am not sure about, are subject to discussion and could have been considered in the main Budget if there would have been some agreement of some sort."
