    "content": " Thank you, Hon. Speaker. The NG- CDF funds are very important to all constituencies in Nairobi and the whole of Kenya. For some of us our constituents are low-income earners. When you tell somebody from Mukuru they will not get their bursaries because CS, National Treasury, has decided to redirect the funds elsewhere that is wrong. We want the Budget and Appropriations Committee and the CS to ensure that the entire NG-CDF funds are in the Supplementary Budget. Anything short of putting the funds in the Supplementary Budget, I am sure this House will continue to relay the message like it has done today. Bwana CS about the arrears do not give us some stories about some Acts being superior to others. We have the NG-CDF Act passed by this honourable House and that is the one we will continue to follow. Thank you, Hon. Speaker."
