If you want Members to rise, there are various avenues available, either during Statement Hour or move a Motion for the House to rise to discuss the matter. This is not the other House where people discuss anything at any time they wish. There must be order. We must follow our procedures. Hon. Mwinyi, as a ranking Member, you ought to know this. You can put in a request for that matter to be discussed. I have seen other Questions of a similar nature. The best thing is to come up with a Motion. It is a matter that can be qualified to be of national importance."
