"content": " Hon. Speaker, pursuant to Standing Order No.44(2)(c), I seek to request a Statement from the Chairperson of the Departmental Committee on Administration and National Security regarding mandatory requirement for procurement of security services by public and private institutions in the country. Firms seeking to undertake procurement of security services for various institutions in the public and private sector in the country are faced with a myriad of challenges, among them, specific requirements which should be obtained from an accredited institution authorised by the Kenya Private Security Regulatory Authority. In the absence of a prescription from the accredited institutions, the various certificates required to be obtained or authenticated by the said institutions are not available. The House nullified the proposed Private Security Regulations on 19th November 2019, thereby rendering operationalisation of the Act incomplete. This therefore implies that there are no set requirements for procurement of security services based on any regulations."
