Speaker, it is on this background that I seek a Statement from the Chairperson of the Departmental Committee on Administration and National Security on the following: (i) Could the Chairperson provide a list of security sector accredited institutions that are required to issue the requisite procurement certifications with details of their approved training curriculum? (ii) Could the Chairperson further state the number of security training certificates so far issued to security firms in the country and the duration it takes for one to be issued with certifications from the date of application? (iii) Could the Chairperson clarify the guiding framework for issuance of certificates in the absence of regulations? (iv) What measures has the Ministry put in place to ensure that private security firms that have not been able to acquire the said certifications for their directors and employees due to inordinate delays occasioned by the Kenya Private Security Regulatory Authority are not disenfranchised, in terms of participation in public tenders that require the said certifications?"
