    "content": " Hon. Speaker, I want to weigh in on this matter. It must be understood clearly that the matter that has been raised by Hon. Kago is not a laughing matter. Foot and mouth disease is a highly contagious viral disease in livestock. It does not only affect cows. It affects sheep and goats and it has no boundary. It can spread like bush fire. Therefore, even as we contemplate taking action, it is important to understand where the national and county governments come in. This matter cannot be left to Kitui and Kiambu counties, for instance. It is a serious matter of national importance. It needs to be addressed seriously by the Ministry concerned. Thank you, Hon.
