Speaker, given that the revenue shared are projections, it creates a fiscal risk that could necessitate borrowing, and the national Government budget implementation process will be negatively affected. Ideally, any revenue shortfall should be shared equitably between national and county governments. Hon. Speaker, as I conclude, we made these recommendations: Having considered the above matters, the Committee recommends that this House approves the Division of Revenue Bill 2021, specified as follows: i. National Government equitable share worth Kshs1.398 trillion; ii. County Governments equitable share worth Kshs370 billion; iii. Equalization Fund allocation worth Kshs6.8 billion; iv. The Government of Kenya conditional allocation worth Kshs7.5 billion; and, v. Additional conditional allocations from proceeds of loans and grants by development partners worth Kshs32.34 billion. Therefore, the Committee recommends to this House that the Division of Revenue Bill, 2021, be read a Second Time. Hon. Speaker, with those many remarks, I request the Leader of the Minority Party to second. I thank you, Hon. Speaker."
