It has nothing to do with passage of Bills here. We have commitments to the people. There is Kshs41 billion that is supposed to go out there to implement primary schools to do all those things that we are doing. Having the money in Nairobi does not help the issues in Kipipiri, Kisii and in all the various areas. That is my commitment to you. I will do that as part of my service to you. We also have our constituencies development committees which will also do it."
