    "content": "Hon. Members, I will extend the time for the Quorum Bell to be rung by another 10 minutes. The Budget and Appropriations Committee has 27 Members. If they were all here, we would only need another 23 Members. Obviously, when we are discussing a matter of finance, I would expect the Members of the Departmental Committee on Finance and National Planning to be here in their droves. Those are only two committees. Is there any chance, those of you who are here, that we could go over 42? Order! Members, take your seats. The Whips have tried their level best. The Budget and Appropriations Committee, on a matter of this nature, should take the lead."
