    "content": " Thank you, Hon. Speaker. Thank you for recognising that I was to speak, but there was a little bit of confusion. The issue of narcotics is very important. We are getting very concerned about it all over Africa and particularly in Kenya. It is a concern in my constituency too. I support the Narcotics, Drugs and Psychotropic Substance (Control) (Amendment) Bill, especially on the issue of increasing penalties for those who have been found in possession of narcotics. However, the real crooks are the big boys. Some of the big boys, especially at the Coast region, have been Members of Parliament and even governors. They got away with it and they have gone into different ideas."
