    "content": "The other aspect which is very important in this Bill concerns somebody who is dealing with drugs outside the country. If you can recall, there are so many pending cases in court because there are no laws on how to handle somebody who has information or is dealing with drugs, but is outside the country. Clause 4(b) of this Bill is very clear about how to handle such a person who is outside the country and is dealing with drugs or somebody who is within the country and is dealing with other people outside the country in selling of narcotic drugs."
