    "content": "Two, I sponsored the Kenya Trade Remedies Act in this Parliament. It is not part of his role to oversee how trade agreements are implemented. We will create a body using a Motion which is illegal. It is not done that way. Much as the amendments proposed are in good faith and are meant to make the processes work, the argument before us today has too many other bodies that oversee it apart from Parliament. So, we cannot appropriate only one institution. If you allow these amendments to go ahead, they will exactly be illegal because they will be nugatory. They will be useless in their net effect."
