If you look at the preamble of this Act, Section 5 and 6 of the Act, it clearly spells out the functions and objectives of the Commission. At this point in time, we cannot assess the ability or otherwise of Amb. Kiplagat. I think this is not the forum for us to do so. I want to leave that to the Commission and for Kenyans to judge when they begin their work."
