Deputy Speaker, I have heard the Statement from the Chairman and it is good to hear that one day the Government will draw a line over the way we are treating this issue of cattle rustling. Moreover, if you notice, it has just concentrated on a small pocket of the country. I happen to have been a victim of this scourge. If you look at our neighbouring Uganda, anybody who uses a gun for this kind of operation is not handled by the police. It is the military. Therefore, we need to amend some of our laws to have the military deal with this nonsense being perpetrated and which is commercial. It has nothing to do with culture and it is a crime. Therefore, we would like to ask the Committee to go and get out of this cocoon of thinking as if it is business as usual one year after another. It now becomes a culture because we are tolerating it.
