    "content": "We want to report to the House that the Communications Authority (CA) is in the third phase of ensuring that the underserved areas, especially the five counties of Isiolo, Mandera, Wajir, Marsabit and Turkana and others are covered. There is ongoing work where the major four operators in the country are to ensure that if a tower is built, sharing of towers has been made mandatory by the regulator. During the Committee of the whole House, we said we are going to bring some amendments to ensure that we do not punish people for doing good business. Since the last Parliament, there have been too many amendments to this Act basically targeting one or two operators. That is not the way to go. The way to go is to ensure that we support innovation. When people come up with innovations, we do not stifle innovations because of competitors trying to stifle others."
