    "content": "Mr. Speaker, Sir, I am dismayed by the answer of the hon. Assistant Minister. This is because in the year 2001, the school development funding was done through the Ministry of Education with the approval of the Permanent Secretary. I expect the hon. Assistant Minister to know and appreciate that the primary school PTA is not a legal entity that can sue or be sued. Under these circumstances, the responsibility ought to lie with the Ministry squarely to discharge the legal obligations on the contract that is entered into by the primary school with the approval of the Ministry. Under these circumstances, what is the Ministry doing to ensure that infrastructure funding is used to discharge this contractual obligation?"
