    "content": "We also hope that the Equalisation Fund, for the first time, will be released and shared among counties which are supposed to be enabled to catch up with the rest of Kenya. I also want to comment on unfunded requests that were submitted by Committees. I sit in the Departmental Committee on Environment and Natural Resources. Let me say that there are so many important Semi-Autonomous Government Agencies (SAGAs). The Ministry of Environment does very critical roles and is seriously underfunded.
