    "content": "(a) The Chairman and the Management Committee of Harambee Sacco Society Ltd are not holding office in contravention of the Public Officer Ethics Act. Case No. NRB/Misc. Application No.45 of 2004 was an intention by a private prosecutor to initiate criminal proceedings against the management of Harambee Sacco Society Ltd. The intention was not granted by the Chief Magistrate’s Court. No action is, therefore, contemplated. (b) The Mwaliko Inquiry Report did not mention Harambee Plaza Investment Housing Co-operative Society, which is not a registered co-operative society. However, the inquiry team recommended that Harambee Sacco Society Plaza, the building itself, be managed as a separate and independent entity. Arising from the Mwaliko Inquiry Report, the Ministry constituted an inspection team to explore the possibilities and implications of separating Harambee Plaza, the building from Harambee Sacco Society Ltd. The inspection report did not recommend separation of Harambee Plaza building from the SACCO itself. Thank you, Mr. Speaker, Sir."
