    "content": "My reading of Article 257 of the Constitution is that a draft Bill will be introduced in the House and not the actual Bill. If the Bill is published afresh, it will mean that it is a different Bill all together. You have to remember that even the counties did not publish any Bill. They dealt with the draft Bill that was sent by the Independent Electoral and Boundaries Commission (IEBC). Article 257(7) states that: ‘If a draft Bill has been approved by a majority of the county assemblies, it shall be introduced in Parliament without delay’ It is very clear in Article 257 that what is being introduced is a draft Bill and not the normal Bill that is contemplated in Article 256."
