    "content": "(Sen. (Dr.) Lelegwe): Hon. Senators, I do not see any interest to contribute on the Motion, and the Chair is not present. I bring your attention to Standing Order 92(b)- “A Senator who has moved a substantive motion has, on conclusion of debate and before the Question is put, a right of reply, and may delegate that right to another Senator to reply in the Senators’ stead.” We have not received any delegation of that right. The Chair forfeits that chance of replying the Motion. Under Standing Order 79, we have also determined that the Motion affects counties. I, therefore, defer putting the question until next time when it will appear on the Order Paper."
