    "content": "We also have to look at quality and the Bill talks about it. It provides that qualifications of teachers and their registration shall be enhanced. The Kenya National Bureau of Statistics in 2016 noted that half of ECD teachers were actually not trained. That is a shame because when we start a child off with a good foundation, it helps to build them and enjoy education all their life. If the foundation is weak, we obviously create failures. Unfortunately, if we are going to have many untrained teachers starting off our children at the foundation level, that becomes negative. I am happy that this framework is going to ensure that qualifications, training and registration of teachers is done in a proper manner."
