I support the Report of the Mediation Committee on the Early Childhood Education Bill (Senate Bill No.26 of 2018). According to the Fourth Schedule of the Constitution, early childhood education is a devolved function. The national Government takes over education from the primary school level onwards. Our Constitution guarantees each Kenyan child the right to basic education. The beginning of basic education is early childhood education.
