    "content": "Thank you, Hon. Temporary Deputy Speaker. Thanks to the Mover because this was an important Bill that I wanted to speak to. I also agree with my colleagues that this is a really important Bill. There is need for us to develop uniformity, not only in buildings, but also in curriculum development, with regards to early childhood education centres. This is a very important stage for any child. In fact, it is very important in the development of the child’s brain, as well as preparing the child for school and real life. This is the stage at which a child will have the chance to interact with others and learn. One of the important things that is taught at early childhood level is the story-telling session. This really prepares the child. The haves and the have-nots learn to be equal. This is the stage at which a child can learn issues related to arithmetic and mathematics. It is the stage at which a child can develop his vocabulary. This Bill will give some direction with regards to both curriculum development and classroom construction. That said, it is important that those in northern Kenya invest a lot in terms of mobile buildings because we live the pastoral way of life and there is need to reach those populations out there. Currently, the illiteracy level is more than 85 per cent. There is need for governors to hit the road to ensure that the illiteracy level is reduced at the early stage where the child is developing by ensuring that mobile ECD centres are established in all the areas and the same benefits those populations."
