The Bill is important because it provides for a clear framework for handling statutory instruments from the beginning to the end. I will pick two main issues from this Bill and they are on the fundamental shifts that the Bill introduces. It provides for a regulatory impact assessment at the intended regulation which is critical in determining the necessity of a regulation and its potential impact on the affected parties. Hon. Speaker, it also provides for a framework for the county governments to apply its terms of scrutiny and operations in respect of the statutory instruments. Thank you, Hon. Speaker. I support."
