Therefore, it becomes an exercise in futility when regulation-making authorities make a regulation, publish it, send it to the assembly and then it is rejected. It is important that they ensure that there is pre-publication scrutiny where both parties, the county assemblies and the regulation-making authorities that would be the CECs and the governor's team, have meetings and discussions.
