    "content": "Parliament of the Republic of Kenya, we have some legislative oversight role over parliaments at the County Government level. The Parliament in Homa Bay County may want to enact a law on how fishing matters are to be dealt with. The County Assembly may come up with a regulatory framework for that sector within the confines of Homa Bay County. The framework can consist of regulations that are totally different from what the parliaments in Murang’a or Kiambu may want to do their business. That is why they are distinct. That is the word of the Constitution."
