For the benefit of those of us who are not lawyers, would I be in order to suggest that you make a ruling instead of putting it to vote? Taking a vote might allow this House to vote for an illegality should the Motion be in the manner that Hon. Kaluma has put it. I am requesting that you give a ruling as to whether this House is debating a properly constituted Bill. Thank you, Hon. Speaker"
