If you look at the Budget today, what you call discretionary expenditure, that is what the Minister is really free to spend or allocate, there is very little freedom because what comes from the Consolidated Fund Services, the Minister cannot do anything about it. This is because it is by law defined that, that money must be spent first before you do anything else. If you look at that component, it eats a very big chunk of the total budget. Whatever is left of it, you find that 97 per cent is going to Recurrent Expenditure. We have only 2.6 per cent for Development."
