    "content": "Mr. Temporary Speaker, Sir, I beg to second the adoption of this Motion and hope that the Members will support it. I hope that the counties can learn from these reports. Further, this report has recommendations on the actions to be taken against county government officials who have mismanaged the counties by failing to adhere to the set laws, failure to adhere to the budgets or failing to have the necessary policies. Our recommendations are very clear on the actions that need to be taken so it is just a matter of implementing them. If the recommendations we have given will not be implemented, the consideration of audit reports by the County Public Accounts and Investments Committee (CPAIC) will just become an academic exercise. Further, the counties will not improve or progress in their fiscal prudence or management of public resources. Serious actions need to be taken against the liable officers in the counties so that it is a learning process of the counties. Mr. Temporary Speaker, Sir, I beg to second the Motion."
