    "content": "follow-up after six months, to find out whether what counties have purposed to do is for the good of wananchi. Follow-up is important in order to confirm whether what is on paper is also what is on the ground. There are people who are good at paperwork, talking about the millions and billions they have spent, but when you go to the ground, you find what has been done cannot be equated to what is on paper. So, there is need to reconcile what is on paper and what is on the ground and ensure county executives are doing the right thing. I support this Report and I thank Sen. M.
