    "content": "Mr. Temporary Deputy Speaker, Sir, if you go further to page 37, the Minister is requesting Kshs10 million to refurbish buildings in the Ottawa Mission Office. If it was a priority of the Ministry of Foreign Affairs, why was it not in the Budget to begin with? If you go further to page 151, there is even an area that is more worrying. The Ministry of Development of Northern Kenya and Other Arid Lands was started with a specific mandate and target. We had expected the Ministry to have been funded from the Budget itself. There are so many items for range and arid land research, Marsabit arid lands and all sorts of items that we would not like to deny today, because it is a Supplementary Budget. But you ask yourself: Has anything changed in the Ministry since we introduced the Fiscal Management Bill? This is because what we were expecting was the Minister to seek and set priorities with the individual Ministries and give us these items."
