Temporary Deputy Chairman, I beg to move: THAT, Clause 4 of the Bill be amended― (a) in sub-clause (1) ― (i) by deleting the words “as defined in the International Crimes Act” appearing immediately after the words “against humanity” and substituting therefor the words “referred to in any international instrument to which Kenya is a party”, in paragraph (a); (ii) by inserting the following new paragraph immediately after paragraph (c) ― “(ca) is determined to be a threat to national security:” (iii)by deleting paragraph (d); (b) in sub-clause (2), by inserting the words “has sought asylum in another country or” before the words “has been granted” in paragraph (b)."
