    "content": " Thank you, Hon. Temporary Deputy Chairman. I beg to move: THAT, Clause 13 of the Bill be amended- (a) in sub-clause 2 by inserting the following paragraph immediately after paragraph (b) ─ “(c) A representative of the United Nations High Commissioner for Refugees.” (b) By deleting sub-clause (3) and substituting therefor the following new sub-clause- “(3) In appointing persons to the Eligibility Panel, the Commissioner shall take into consideration equitable gender representation”. I propose that we add a representative of the United Nations High Commissioner for Refugees to the Eligibility Panel. That is my first proposed amendment in Clause 13(2). I beg to move."
