I want to start by applauding the Deputy Prime Minister and Minister for Finance for proper leadership in this very critical Ministry. When the Deputy Prime Minister and Minister for Finance came to the House last year during the Budget Day, he made a Speech which had proposals that we felt will go a long way in, not only addressing the issue of the poor economic growth rate, which was as a result of the post-election violence and had gone down from 7.1 per cent to 1.7 per cent, but to also address some of the inequalities that had been identified. The Minister was very categorical, clear and eloquent that this programme would be implemented before the end of December, 2009. It is now April, 2010. Yes, there are explanations over negotiations, involvement and participation. However, I want the hon. Minister to take into account the fact that those negotiations came about because the Government was reluctant to negotiate with Parliament. We know that Parliament was very clear on the way forward. I have"
