    "content": "Mr. Speaker, Sir, these things have to be brought to an end. We want to urge agencies of governance like the offices of the Controller of Budget, the Auditor-General, the Director of Criminal Investigations (DCI) and the Ethics and Anti-Corruption Commission (EACC), to track and follow how public resources are being spent. When you hear people going around and boasting that for the last three or four years, they have built war chests for the next elections, instead of serving the people who elected them, it is disheartening. In fact, as we go through this pandemic, one of the biggest threats to the security, safety, and health of the people of Kenya has become the governors.
