    "content": " Thank you, Hon. Speaker. This is a Procedural Motion. For the first time, we are going to debate on a Bill that has the effect of actualising Article 257 of the Constitution. Therefore, it is not just any other Bill. That is why we are requesting that Members be given a little bit more time to be able to prosecute issues that they want to prosecute for record purposes and for history. This is because several years from today, Kenyans and even other people will make reference on what was actually said about this Bill. So, I do not want to belabour the point. I just want to say I second this Procedural Motion. Thank you."
