    "content": "During our review of the Supplementary Budget, we noted that it was based on the need to take care of the post COVID-19 related interventions, payments of pending bills, salary adjustments, change in development-partners-funded-projects and also rationalisation of the budget, among other things. We also noted that the impact of the macro-economic framework upon approval of the Supplementary Budget is retained at the fiscal deficit, that is, 8.7 per cent of the Gross Domestic Product that is taking into account the amendments that were approved by this House It is, however, important to mention that if the arrears for the county governments for the 2019/2020 Financial Year are actualised in this current financial year, then the fiscal deficit, as a percentage of GDP, will substantially increase."
