    "content": "The Treasury has made a habit of lumping several Government departments into sectors and giving them what they call budget ceilings without regard to what ought to happen outside there. If it is possible, in the fullness of time, we need to look at that arrangement to allow us, as Members of Parliament, to move funds to those sectors that are engine drivers of this economy. We seem to have a lot of funds being directed to non-growth sectors and ignoring the growth sectors. We are not going to grow this economy if we continuously undertake that approach."
